Interstate moving can be a complex and complicated process. Oftentimes, unknowing shippers agree to a carrier's services without really knowing the terms of the contract and what the obligations and liabilities are of the company. Similarly, many carriers, both new and old, are unfamiliar with the rules and regulations promulgated by the rulemaking authorities. In many cases, these companies would like to abide by the law, but the rules are simply so complex that many companies do not know what they need to do to comply.
